Each year, ASCE names Outstanding Civil Engineering Projects to recognize efforts that demonstrate the greatest engineering skills and represent the most significant contributions to civil engineering progress and humankind. Based on tests conducted in August , estimated life expectancy of the force main was less than one year and failure was imminent. A force main failure would discharge untreated sewage directly into the San Elijo Lagoon—the most sensitive wetland in San Diego County—which would have disastrous effects on an ecosystem that provides habitat to numerous species of birds, fish, wildlife, and plants. Likewise, because the force main was critical in maintaining city wastewater service, a replacement had to be quickly designed and constructed before the existing main failed. To solve this serious problem, Atkins designed 4, feet of dual primary and backup inch PVC pipeline and associated connections that crossed numerous utilities and a drainage channel within a constrained alignment. The team coordinated with Caltrans, accommodated a future inch water main, and provided interim connections to the existing pump station during construction of the new pump station. Although a project of this magnitude typically takes months to design, the Atkins team had only 30 days due to the looming failure of the existing main and the urgency of repairs.
